4월 1일(목요일) 새벽에 도착한 메일입니다. 어제 수업을 끝내고 혹시나 해서 이메일을 확인해 보았더니 푼선생님의 메일이 와있더라구요. 내일 학원에 와서 글을 올리자라고 생각했는데 아무래도 아침부터 이 곳을 찾을 분들을 생각하니 잠이 안와서 PC방에 왔어요. 참고로 집에선 인터넷을 안하거든요^^. 빨리 옮기느라 혹 오역이 있을 수도 있으니까 지적 바라고요.
Dear Miss Yoo and supporters from Korea;
I had sent the accountant of the school to the bank in Pokhara.
Pokhara is one day’s walk away from Nangi. The money was deposited into
our school’s bank account on March 22. He withdrew the money from the
bank and arrived in the village a day before yesterday.
Therefore we had a meeting of the village council yesterday in Nangi to
discuss and decide about how we can use the money sent by Korean
supporters. I told the members of the village council that your support
would come for three years. The members of the village council have
asked me to send a big “thank you” to all the supporters on behalf of
them. They are very much thankful for your support.
In general, the meeting decided to use the money tentatively for the
following projects. We will start each project step by step in the
three years of time. The meeting also decided to make a detail plan on
each of the project before we will to start it.
If necessary, we might change some of the plans and concentrate in a
few projects. I have given the outline of the plan in the following
paragraphs.
Programs:
1. Educational Program : We decided to use about $175 per month from
your support for educational program because we consider education as
the most important needs of the people. Out of the $175, we decided to
use $100 per month to pay for the salary of one high school teacher. We
decided to use $75 per month to help to start nursery schools in three
villages depending on the sources available. For this we will provide
$15 per month to those schools and help them to set up a nice classroom
with enough educational materials for the children. The villagers will
also contribute their part to run the school.
As the first project we decided to start a nursery school in Nangi
village. I will tell why we need nursery school at the end of this
e-mail.
2. Nature conservation Program: We have a plant nursery in the village
and produce about 15,000 trees every year for plantation. We are
getting some support from a Japanese organization until 2004. From next
year we will use part of the money to run the nursery and help people
to plant as many trees as possible in their field and community land.
We will also involve students of the school to plant trees by giving
them some incentives. Or we might help another village to start a plant
nursery.
3. Environment Protection Program: We have decided to use part of the
money for environment protection program. Our idea is to provide
training to the villagers for managing all kinds of solid wastes such
as plastics, bottles, tins, battries and others. We will provide
training and material as much as the money allows for different
villages in this region. We will make a detail plan for this project
and let you know in future.
4. Vocational Training Program: We are planning to start vocational
training programs such as sewing and knitting, handicraft making, paper
making, bee keeping etc,. We will study about the vocational education
programs that we can start with the money and send you the detail plan
later.
5. Income generating Program: As part of the income generating program
we have decided to start a community fishery project in the community
land. Along with fishery we will also raise ducks and rabbits for meat.
We will sell the fish, ducks and rabbits. All the income from this
project will be used for the benefit of the villagers. We will start
digging the pond soon. We need to put wire fencing around the pond and
build houses for the ducks and rabbits. We will make detail budget and
plan soon.
If you have anybody in your group who is interested and have ideas on
the educational, nature conservation, environment protection,
vocational education, and income-generation projects, they are welcomed
to take part actively either from there or by coming to the village. We
appreciate your active participation, if possible, along with you
financial support.
Please let us know if you have any suggestions and questions regarding
the projects that we decided to start. We will appreciate for your
suggestions and guidance.
The following is the reason why villagers decided to start a nursery
school as the first project in Nangi village.
The first project the Nangi villagers decided to do is to start a
nursery school for the children in Nangi village. According to the
education system of Nepal, children start their school from grade one
when they are five years old. There is no pre-schooling for the
children. Because of this reason it has become difficult for the
children as soon as they start the school. If we start the nursery
school and teach them to read and write before they go to grade one it
will be very helpful for the children. For this project, the villagers
are going to rennovate an old building of the village. It will take
about $700 to rennovate the building. After the building rennovation we
will hire a teacher and start the nursery school from May 15. We will
start the rennovation project from this week. It will take about one
month for the rennovation project to be completed and start the nursery
school in Nangi.

저는 낭기마을에서 걸어서 한 시간 거리에 있는 Pokhara의 은행에 학교회계사를 보냈었습니다. 3월 22일 날짜로 학교구좌에 예치된 돈을 그는 인출했고, 그저께(3월 30일) 마을로 돌아왔습니다.
그래서 우리는 어제(3월 31일) 마을위원회 회의를 소집하여 한국 후원자들이 보낸 돈을 어떻게 쓸 것인가에 대해 의논하고 결정을 내렸습니다. 저는 마을 위원회 회원들에게 여러분들의 후원이 3년간 지속될 것이라 전달했고, 그들은 그들을 대신해서 모든 후원자들에게 커다란 고마움을 전해달라 하였습니다. 그들은 여러분들의 후원에 진정으로 고마워하고 있습니다.
우리는 돈을 아래의 계획들을 위해 일시적으로 사용해보기로 결정하였습니다. 우리는 각각의 계획을 3년간 점차적으로 실행해 나갈 것이고 각각의 계획을 실행하기 전에 상세한 방안들을 마련할 것입니다.
필요하다면, 몇 가지 방안들은 수정하고 몇 가지 계획들은 집중해서 실행할 것입니다.
다음은 대략적인 계획안입니다.

1. 교육에 관한 예정 계획: 교육은 가장 중요한 필수사항이라 여겨지기에, 우리는 매달 약 $175을 교육 프로그램에 사용하기로 했습니다. $175 중에서 $100을 고등학교 선생님 한 분의 월급으로 지불할 예정입니다. 나머지 $75은 사용 가능한 재원에 의존하고 있는 주변 3마을의 탁아시설을 돕는데 사용할 것입니다. 좋은 교실을 마련하고 아이들에게 필요한 충분한 용구를 구입하도록 돕기 위해 매달 $15을 각 탁아소에 보낼 것입니다. 또한 그 마을 사람들은 학교가 잘 운영되도록 각자의 역할을 담당하게 될 것입니다.
첫 번째 계획으로써 낭기마을에 탁아소를 세우기로 결정했습니다. 왜 탁아소가 우리에게 필요한지는 이 이메일의 끝에 알려드리겠습니다.
(유서애의 생각: 끝까지 읽어보니 nursery school이 한국의 유치원 개념과 비슷한 거 같은데… 그냥 탁아소라 하겠습니다.)
2. 자연보존에 관한 예정 계획: 마을에 식물원 하나가 있는데 조림지를 위해 매년 약 15,000그루의 나무를 만들어냅니다. 2004년까지로 예정된 얼마간의 후원금을 한 일본기관으로부터 받고 있습니다. 내년부터는 여러분들이 보내주신 후원금을 그 식물원을 운영하는데 사용할 것이고 사람들이 그들의 경작지와 마을 공유지에 가능한 많은 나무들을 심도록 할 것입니다. 또한 학생들로 하여금 나무심기에 참여하도록 격려할 것입니다. 그리고 우리는 또 다른 마을이 식물원을 열 수 있도록 도울 수도 있겠습니다.
3. 환경보호에 관한 예정 계획: 우리는 환경보호 프로그램을 위해 후원금의 일부를 사용하기로 결정했습니다. 마을 사람들을 플라스틱, 병, 깡통, 건전지 등과 같은 모든 종류의 고체 쓰레기들을 모으도록 교육시킨다는 것이 우리의 생각입니다. 우리는 이 지역의 다른 마을들에게도 그러한 교육과 자료를 허락될 수 있는 만큼의 돈을 사용해 제공할 것입니다. 이 계획을 위한 상세한 방안이 마련되면 알려드리겠습니다.
4. 직업훈련에 관한 예정 계획: 우리는 바느질, 뜨개질, 손수건제작, 종이제작, 양봉 등과 같은 직업훈련 프로그램들을 계획하고 있습니다. 우리는 후원금으로 시작할 수 있는 직업훈련 프로그램들을 연구중이고 구체적인 방안이 마련되면 후에 알려드리겠습니다.
5. 소득창출에 관한 예정 계획: 소득창출 프로그램의 일부로써, 우리는 마을에 공동어장을 만들고 어장과 더불어 오리와 토끼를 길러서 내다 팔 예정입니다. 이 프로그램으로 창출된 모든 수입은 마을 사람들의 이익을 위해 사용될 것입니다. 우리는 곧 연못을 하나 파서 연못 주변에 울타리를 치고 토끼와 오리들의 집을 만들 예정입니다. 곧 세부적인 예산안과 방법을 세울 것입니다.

다음은 낭기마을의 첫 계획으로 왜 마을 사람들이 탁아소를 세우기로 결정했는가에 대한 이유입니다.
낭기마을 사람들이 실행하기로 결정한 첫 번째 계획은 낭기마을의 어린아이들을 위한 탁아소를 세우는 것입니다. 네팔의 교육체계에 따르면 아이들은 5살에 일 학년이 되어 학교생활을 시작합니다. 그런데 전 단계의 학교교육이 없어, 바로 입학을 한 학생들은 어려움을 겪습니다. 만약 우리가 탁아소를 운영하게 된다면 아이들에게 1학년으로 입학하기 전에 읽기와 쓰기를 가르칠 수 있을 것이고 그것은 아이들에게 아주 많은 도움이 될 것입니다. 이 계획을 위해 마을 사람들은 마을의 오래된 건물을 신축할 예정인데, 비용이 약 $700이 들 것입니다. 건물을 신축한 후에, 우리는 선생님 한 분을 고용해 5월 15일부터 탁아소를 시작할 것입니다. 우리는 이번 주부터 신축에 들어 갈 것이고, 낭기에 완전한 탁아소를 세워 운영을 시작하는데 약 1달정도가 소요될 것입니다.
